To provide the highest quality of child care possible for all children entrusted to our care while promoting their social, emotional, physical, and intellectual development.

Building Strong Foundations for Children & Families

Child Development Council of NEPA, based in Wilkes-Barre, is a nonprofit organization dedicated to enriching children’s lives and supporting families across Northeastern Pennsylvania. Since 1972, the Council has offered early childhood education, family engagement programs, and partnerships that promote healthy child development. Licensed through the State of Pennsylvania and accredited by the Keystone STARS Program, each center provides a safe, caring environment. Children are encouraged to learn, explore, and grow through creativity, curiosity, and compassion every day.

Child Development Council of NEPA serves infants as young as six weeks through school-age children up to twelve years old. Programs include Pre-K Counts, before- and after-school care, and full-day care on holidays and snow days. Experienced teachers use a creative curriculum to build confidence, independence, and lifelong learning skills in every child.

A Legacy of Care & Community

Established in the wake of the 1972 Agnes Flood, Child Development Council of NEPA began as a county-sponsored program and evolved into an independent nonprofit dedicated to early childhood learning. Over the years, it has grown into one of the region’s leading child care providers, offering inclusive programs that welcome all children, including those with special needs through partnerships with Early Intervention services.

Every decision within the organization is guided by one clear principle: nothing is more important than a child’s well-being. That belief continues to shape the Council’s mission of providing exceptional care and educational opportunities for local families.
