To support this mission, PA CareerLink® offers the Incumbent Worker Training (IWT) Program, which helps employers provide valuable training while offsetting costs. Through this program, businesses can receive reimbursement for training expenses, saving money while investing in their workforce.
This initiative stems from the Luzerne/Schuylkill Workforce Development Board’s dedication to promoting career advancement and skill development among current employees — strengthening the entire regional workforce.
What Is an Incumbent Worker?
An incumbent worker is an employee who:
- Has been with their current employer for six months or more
- Meets Fair Labor Standards Act requirements
- Holds an established role within the organization
How the Program Works
The Incumbent Worker Training Program helps businesses:
- Retain skilled employees
- Avoid layoffs
- Enhance workforce productivity
- Support workers in High Priority Occupations
The goal is to ensure employees gain new, career-advancing skills while helping employers remain competitive in today’s job market.
Program Benefits
Qualified businesses can receive up to $5,000 per employee, per class for approved training programs. To be eligible:
- Training must be provided by an external provider
- Employees must meet the IWT criteria and complete an application
How to Get Started
Interested in bringing this program to your workplace? Here’s how:
- Employee Eligibility: Must have at least 6 months of employment, earn $12.00/hr or more, and be registered on the PA CareerLink® website.
- Employer Application: Employers must complete and submit the IWT application.
- Connect with CareerLink®: A PA CareerLink® representative will guide you through the process and serve as your point of contact.
